Dans le salon où nous nous sommes rencontrés il y avait P., de Côte d’Ivoire, R., du Burkina Faso et M., qui vient du Pakistan. On a parlé de leur vie en Ile de France, de leurs relations entre eux et de celles qu’ils ont avec les éducateur.ices, depuis qu’ils ont emménagé au foyer il y a quelques mois. Dans l’entretien qui suit on parle surtout de nourriture : des repas préparés et partagés entre les quatre murs du foyer, de listes de courses qui se perdent, de sorties sous tutelle au supermarché du coin, d’interdictions, de contraintes, de l’obstination de certain.es éducateur.ices à préparer des plats français, parce que c’est important pour l’intégration des jeunes, iels disent.

Avez-vous déjà essayé d’écrire à plusieurs sur un sujet qui fâche? Nous à Ravages on ne fait quasiment que ça et les résultats sont toujours, pour le moins, excitants ! Voici l’exemple d’un article qui exprime pas mal de choses qui nous tiennent grave à cœur : par exemple le fait qu’un accueil qui se dit inconditionnel et une jauge à ne pas dépasser ne vont pas facilement de pair, qu’un bâtiment ne peut se dire plein tant qu’il est vide à 60%, que les normes n’ont pas été inventées pour le bien de l’humanité, spécialement quand elles obligent de gens à dormir dans un couloir pourri plutôt que dans une chambre de merde. Et que les discours de l’autorité, de la propriété, de l’urgence et de la peur ont plutôt mauvaise presse dans nos pages.

Ce qui suit est une (pas si) courte définition du mot « frontière ». On y trouve des éléments juridiques, historiques, anthropologiques même ! pour essayer de démêler ce qu’une frontière est de ce qu’elle n’est pas. On s’appuie surtout sur la frontière franco-italienne (qu’on appellera parfois FFI pour aller plus vite), parce que c’est celle qu’on habite, qu’on connaît un peu mieux que les autres, et depuis laquelle on écrit la plupart de cette revue. Pour celles et ceux qui, pris d’un grand coup de flemme, ne souhaiteraient pas lire la suite, ce qu’on y dit est plutôt simple : la frontière est une construction juridique historiquement récente, difficilement séparable des idées d’Etat et de territoire, et dont la forme, le tracé et les modalités changent constamment. Le fait que les frontières nationales correspondent parfois à des frontières dites naturelles n’a rien d’évident : c’est le fruit d’un processus politique qui, depuis plusieurs siècles, inscrit l’Etat et ses limites dans une « nature » qui les précède et légitime leur existence.

La réponse varie en fonction des personnes, mais il reste de commun aux personnes blanches que la frontière a tendance à se dissoudre dans notre vécu ordinaire, emportant avec elle les personnes qui en subissent la ségrégation. Cet article veut montrer que cette invisibilisation ne va pas de soi, qu’elle est le résultat d’imaginaires portés par des acteur.ices locaux qui font du Briançonnais un territoire inhabitable pour toute une partie de la population. Inhabitable dans le sens où les personnes exilées sont au mieux considérées comme des « invités », au pire comme une masse nuisible, mais jamais – ou trop rarement – comme des personnes libres et fortes d’un pouvoir d’agir individuel et collectif. Des expériences collectives locales, allant des squats à certaines associations visant l’émancipation des personnes apparaissent alors comme de potentielles sources d’imaginaires territoriaux qui n’invisibilisent plus les exilé.es mais au contraire leur redonnent un peu d’autonomie.
